Send for the doctor! Ed Miliband can't remember his NHS policy after saying reversing Health Act will cause chaos... but then promises to do just that

Ed Miliband’s health policy was in chaos today after he took less than 24 hours to abandon his promise to protect the NHS from another costly reorganisation.
The Labour leader went from warning yesterday that he would not reverse the coalition’s controversial Health and Social Care Act to promising to do just that.
While Labour has extended its lead over the Tories for being trusted with the health service, the confusion will do little to persuade voters Mr Miliband is ready to take tough decisions in government.
The NHS has to make £5billion every year in efficient savings by 2015 to make up for smaller rises in funding and growing demand from an ageing population.
The Health and Social Care Act sparked the first big coalition split two years ago when then-Health Secretary Andrew Lansley unveiled the largest shake-up of the NHS in its 60 year history.
Primary Care Trusts were abolished, with £60billion in health spending handed to groups run by GPs.
After months of wrangling and re-writing, which saw several elements watered down and the role of private firms curtailed, it passed into law earlier this year.
Mr Lansley was demoted at the reshuffled and replaced by Jeremy Hunt.
Yesterday Mr Miliband said he could not promise to reverse the changes if he became Prime Minister.

He told a Q&A in Manchester: ’I think what would be not sensible is for us to come along and say, “well, Andrew Lansley, now Jeremy Hunt, they’re changing all the arrangements, have these new clinical commissioning groups and so on, and we’re just going to reverse it all back and spend another £3bn on another top-down bureaucratic organisation"'
But within hours Andy Burnham, the shadow health secretary, tweeted: ’I'll repeal the Bill. Full stop.’

Aides then suggested the legislation could be repealed, but not all of the changes it introduced would be reversed.
Today Mr Miliband appeared to admit that he got it wrong yesterday.
He told BBC One’s the Andrew Marr Show: ’We will repeal their NHS bill. It puts the wrong principles back at the heart of the NHS, it puts the principles of competition, markets and money as the central defining principles of the NHS.
’We are going to repeal the bill, we are going to make those changes but of course we have to look at the detail of some of the reforms, some of the changes that have been made because I don't want to just shuffle the deckchairs all over the place again.’
Lib Dem health minister Norman Lamb today said it would be 'madness' for Labour to repeal the Health and Social Care Act.
'From my point of view, anyone who believes in the NHS and who wants to see a sustainable NHS dealing with really challenging problems of an aging population, should just be interested in making this work,' he told BBC One's Sunday Politics.
'To say repeal the act, effectively, is telling the NHS we're going to go through another complete restructuring. It would be madness to do that.'

We've seen that before! Lady Gaga channels Liz Hurley as she steps out in iconic Versace safety pin gown

She made a name for herself with her unique and out-of-this-world ensembles when she first burst on to the music scene.
But pictured in Milan on Tuesday, Lady Gaga took it back when she stepped out in the iconic black safety pin dress which Liz Hurley wore in 1994.
The 26-year-old singer showed off her ample cleavage in the infamous Versace dress that made Hurley a household name.

Gaga stunned in the floor-length gown which braves a thigh-high split and is held together by gold safety pins.

Ditching her blonde locks, which she showed off just one day ago, the Born This way starlet wore her brunette tresses up in a quiffed ponytail.
Greeted by several flashing lights, Gaga, real name Stefani Germanotta, was in the company of her good friend photographer Terry Richardson who appeared to be filming her.
Scarlet talons, gold drop earrings and a pair of blacked-out sunglasses finished her look.

On Monday, Gaga was once again paying homage to Hurley wearing a black cutaway dress which was also held together using safety pins.
But rather than show off her cleavage, she flashed a lot of leg and also had her body-art on show.
Luckily the singer chose to wear a pair of black knickers underneath and teamed her dress with a pair of black studded boots that appeared to be emblazoned with Versace's name in silver glitter.
Her daring ensemble was completed with a black shiny Versace handbag.

Nicki Minaj swore at Mariah Carey after being called a b****' as American Idol producers forced to cancel auditions

Nicki Minaj is said to have threatened Mariah Carey after her American Idol co-star called her a 'b****' - it is now being claimed.
Show bosses cancelled filming in Charlotte, North Carolina for the day on Tuesday after a huge blow up between the pair where Nicki allegedly threatened and swore at Mariah.
But witnesses insist Hero hitmaker Mariah started it, according to reports.

A source told Mouthtoears.com: 'Nicki Minaj walked off of set because Mariah Carey kept making jabs at her.
'Nicki’s manager and team convinced her to come back to the show. Mariah kept at it and called Nicki a b**** and then proceeded to cuss her out. Producers had to stop filming and call it a night.'

It was previously reported how Nicki fumed she was sick of her co-star’s 'f*****g highness'.
Their fellow panellists Keith Urban and Randy Jackson were caught in the middle of the row, according to TMZ, which is running a video of the row, where Nicki can be heard ranting at Mariah.
A source told the website: '[Nicki said to Mariah] 'I'm gonna knock you out' - although this was not caught on tape.
In the video being run by TMZ, Minaj can be heard saying: I told them I'm not f*****g putting up with her f*****g highness over there [Referring to Mariah].  Figure it the f*** out.  Figure it out.'
Calm before the storm: Nicki tweeted a snap of herself in Charlotte earlier on Tuesday posing with fans, before her apparent bust-up with Mariah

Mariah can also be heard answering back in the video - but it is difficult to make out exactly what she is saying.
The row is said to have started due to a disagreement over a contestant's performance.
Producers are now said to be worried about how the pair will manage to work together for the rest of the season, TMZ reports.
Mariah was said to be unhappy with Nicki joining American Idol because she was worried it would turn the reality TV programme into a 'freak show'.
A source previously told Hollywoodlife: 'Nicki isn't established enough to qualify as a judge.
'Mariah wants a panel of bright, inspirational and constructive judges. Not some freak show!

'Mariah thinks Nicki will just be a distraction and it will all be about her and her outrageous behaviour. Mariah will not be happy if Nicki joins the panel and she has let the producers know just how she feels!'
Mariah and Nicki have apparently not been getting along since auditions first started in New York last month.

During their first taping of the talent reality show the pair were said to have talked over one other in a bid to be the most vocal judge.
The drama began when 29-year-old Super Bass singer Nicki starting critiquing a contestant, but despite it being her moment to reign, Mariah, 42, couldn't resist butting in on several occasions.
But according to TMZ, each time the Dreamlover star intervened, feisty Nicki just spoke louder.
A source said at the time: 'These girls just don't like each other.'
Following the first day of shenanigans in the Big Apple, a fan tweeted Nicki to ask how the judging had gone, to which she cryptically responded: 'It was...interesting... '

Jeremy Hunt makes £500,000 in a year: Health Secretary pockets £360,000 from his business interests - on top of Cabinet salary

Jeremy Hunt pocketed £366,000 last year from his outside business interests, it emerged yesterday.
The millionaire Health Secretary received the bumper payout from the publishing firm Hotcourses, which he helped set up before entering Parliament.
The payments include a £285,000 dividend and £81,000 for renting the company a building it used as its headquarters.
The cash is on top of his Cabinet minister’s salary of £134,565, which took his income last year to more than £500,000.
An aide last night stressed that Mr Hunt has not been involved in running the firm since 2009.
‘He is a shareholder and is paid a dividend but he has no control over how much he is paid,’ she added.
‘It is not a second job and it does not impact on his job in any way – it is just a shareholding like someone owning shares in BT.’
Nevertheless the scale of the payments may raise eyebrows among low paid Health Service workers who are suffering a Government-imposed pay freeze.

Mr Hunt, 45, who is married to a Chinese woman, has previously courted controversy by charging the taxpayer for lessons in mandarin. The lessons, which he has been taking since 2009, when he got married, have cost more than £3,000 to date.
Mr Hunt, who was appointed Health Secretary in last month’s Government reshuffle, has also faced criticism for heading off on a two-week holiday less than a fortnight into his new job.

The latest revelations will shine a fresh light on Hotcourses, the firm co-founded by Mr Hunt in 1996. The company produces a number of websites enabling people to locate the right course.
It has a string of public sector clients, including the Department for Business, Innovation and Skills, the Skills Funding Agency, the Higher Education Funding Council and the British Council.
The company’s accounts, made public this week, show its overall dividend payment of £586,000 for 2011 was sharply down on the £1.8million paid out in 2010, the year before the 50p top tax rate was introduced. The company blamed the recession for a 12 per cent fall in profits.
In a jibe at Mr Hunt’s recent  holiday, Jamie Reed, a Labour health  spokesman, said: ‘With all these outside interests it’s little wonder we haven’t seen or heard from him.
‘We’ve got a silent, invisible Health Secretary earning large sums as nurses are sacked and services are rationed.’
Mr Hunt was appointed by David Cameron to turn round the Tories’ reputation on health, which had been badly damaged by the row over reforms imposed by his predecessor Andrew Lansley.
He is credited with delivering a successful Olympic Games in his previous role as Culture Secretary.
